Limited vs reasonable assurance describes two IAASB levels: limited assurance uses fewer procedures and smaller samples to give a negative conclusion that nothing suggests material misstatement, while reasonable assurance gathers deeper evidence for a positive opinion that the information complies, in all material respects, with the criteria.
The two forms of conclusion
Sustainability assurance is provided at two levels defined by the International Auditing and Assurance Standards Board (IAASB). Under ISAE 3000 (Revised), the umbrella standard for assurance engagements other than audits of historical financial information, a reasonable assurance engagement reduces engagement risk to an acceptably low level and supports a positive form of conclusion, an opinion that the information is prepared, in all material respects, in accordance with the criteria. A limited assurance engagement gathers less evidence and supports a negative form of conclusion, that nothing has come to the practitioner’s attention suggesting material misstatement. The engagement is always performed by an independent accredited party; a consultant readies the data file behind ESG advisory, and the accredited practitioner assures it. The difference runs along two axes:
- Evidence depth: limited assurance uses fewer, narrower procedures and smaller samples; reasonable assurance gathers more extensive evidence.
- Form of conclusion: limited assurance gives a negative conclusion; reasonable assurance gives a positive opinion.
Procedures, evidence and conclusion compared

| Dimension | Limited assurance | Reasonable assurance |
|---|---|---|
| Procedures and evidence | Fewer or narrower procedures, smaller samples | Deeper procedures, more extensive evidence |
| Engagement risk | Reduced, but above the reasonable level | Reduced to an acceptably low level |
| Form of conclusion | Negative | Positive |
| Wording | Nothing has come to the practitioner’s attention that the information is materially misstated | An opinion that the information is prepared, in all material respects, in accordance with the criteria |

The CSRD path and the Indian touchpoint
The dedicated sustainability standard, ISSA 5000, General Requirements for Sustainability Assurance Engagements, marks its requirements L for limited and R for reasonable, and is effective for periods beginning on or after 15 December 2026. Under the CSRD, Directive (EU) 2022/2464, reporting begins with limited assurance; the Omnibus I directive removed the previously planned escalation to reasonable assurance, so the CSRD stays at limited assurance, and the Commission deadline to adopt limited assurance standards was postponed to 1 July 2027. India’s assurance touchpoint sits in BRSR, which carries a subset of assurable core indicators; the specifics live on the dedicated BRSR page, while the ESG reporting guide sets out how a data file is structured to survive independent verification. Across GreenSutra’s ESG work, suppliers frequently confuse the assurance levels and assume a limited engagement carries the same weight as an audit.
