What is the CBAM simplification package?

The CBAM Simplification Package is a set of changes proposed by the EU Commission to simplify CBAM compliance, announced via the first Omnibus Package on 26 February 2025.

Its key aim is to simplify compliance and cut red tape by:

• introducing a minimum-threshold exemption for small importers — exempting importers of up to 50 tonnes of CBAM goods per year from CBAM disclosure; and
• simplifying compliance through easier authorisation of declarants and calculation of emissions via digital portals such as the O3CI and the declarant portal.
