What is the CBAM simplification package?

The EU Commission proposed changes to simplify the CBAM compliance which can be referred to as the CBAM Simplification Package.

It was announced via the first Omnibus Package on 26th February 2025.

The key significance of the package is the to simplify the compliance and to cut the red tape by:

• Proposing to introduce minimum threshold exemption for small importers. This would exempt small CBAM importers importing upto 50 MT worth of goods within a year from the CBAM disclosure.
• Facilitation of compliance through simplification of authorization of declarants, calculation of emissions via digital portals such as the O3CI and declarant portal.
