An Indian verification body can pursue CBAM accreditation through the third-country route: seven EU National Accreditation Bodies agreed to accredit third-country applicants, and four already accept such applications (Accredia, RvA, PCA, Swedac). NABCB accreditation to ISO 14065 or ISO/IEC 17029 strengthens and prepares the data but does not replace EU CBAM accreditation under Regulation 2025/2551.

Only an independent verifier accredited by an EU National Accreditation Body operating under Regulation (EC) No 765/2008 may verify the embedded emissions behind an annual CBAM declaration. The conditions a verifier must meet, covering competence, independence and procedures, are set by Commission Delegated Regulation (EU) 2025/2551, which applies from 1 January 2026. Establishment outside the EU is not a bar: per the Commission’s state-of-play table of 10 July 2026, seven National Accreditation Bodies agreed to accredit third-country applicants, and four already accept those applications: Accredia (Italy), RvA (Netherlands), PCA (Poland) and Swedac (Sweden). RvA additionally holds an agreement with Turkiye’s TURKAK, and Swedac with Ukraine’s NAAU. These numbers change as more accreditation bodies come online.

The third-country route in practice

An Indian body applies to one of the four accepting NABs. Accreditation assessments take months, covering document review, competence assessment and witnessing, which is why the first CBAM verifiers are expected to receive accreditation around September 2026. Once accredited, the verifier obtains CBAM Registry access through the competent authority of the Member State where its accreditation body sits, within two months of receiving accreditation and not before 30 September 2026. The European Commission then lists the verifier on its Taxation and Customs website; no accredited-verifier list has been published yet as of 20 July 2026.

Where NABCB accreditation fits

NABCB, the National Accreditation Board for Certification Bodies under the Quality Council of India, accredits validation and verification bodies to ISO 14065 and ISO/IEC 17029. That assurance strengthens and prepares the data an Indian installation reports, but it does not by itself replace EU CBAM verification, which requires EU CBAM accreditation under 2025/2551. For Indian exporters the practical consequence is that verified embedded-emissions figures must ultimately come from an EU-accredited verifier, wherever the installation sits.
