A CBAM verifier is a legal entity accredited by a national accreditation body under Annex I of Regulation (EU) 2018/2067, with the accreditation conditions set by Commission Delegated Regulation (EU) 2025/2551. Only national accreditation bodies located in an EU or EEA country may grant it. Accredited verifiers are registered in the CBAM registry.
Verification of declared embedded emissions is a regulated activity, and the credential behind it is specific. Checking it is a matter of confirming three things rather than accepting a general claim of competence.

The territorial rule that decides most questions
Only national accreditation bodies located in an EU or EEA country are competent to grant accreditation for CBAM. A body established outside that territory cannot accredit a CBAM verifier at all, whatever its standing under other schemes. That single rule settles most questions about whether a given credential counts, and it is the reason an exporter outside the Union cannot arrange verification domestically.
What an applicant has to demonstrate
A legal person seeking accreditation must demonstrate competence, independence, impartiality and appropriate organisation, under Article 18 of Regulation (EU) 2023/956 and the delegated regulation. Independence and impartiality are accreditation criteria rather than optional attributes.
How to check a specific verifier
The national accreditation body provides the competent authority of its Member State with the information needed to register the verifier in the CBAM registry under Article 10a of Regulation (EU) 2023/956, and to update it. Registration in that registry, rather than a certificate presented by the verifier, is the check. Verifier registration for the definitive regime opened on 1 September 2026.
