There is no single EU-wide PPWR registration system.
PPWR does not require companies to register on a central EU portal to demonstrate compliance. Instead, compliance is shown by meeting the regulation’s requirements and by preparing and keeping the required documentation, such as the EU Declaration of Conformity and supporting technical files, which must be made available to authorities upon request.
That said, registration obligations can still apply indirectly:
- An operator placing packaged goods on the EU market typically registers under national Extended Producer Responsibility (EPR) schemes in each EU Member State where the products are sold. These registrations are country-specific and exist under packaging waste rules, which PPWR builds upon.
- An operator established outside the EU may also need to appoint an authorised representative in the EU, depending on the role and obligations that attach.
In short, PPWR itself does not create a central EU registration requirement, but most companies placing packaging on the EU market will still need to register with national EPR systems and keep compliance documentation ready for inspection by authorities.
