According to the Plastic Waste Management Rules 2016, introduced by Ministry of Environment, Forest and Climate Change, plastic packaging waste is divided into 5 categories (for the purposes of EPR):
- Category I : Rigid plastic packaging
- Category II : Flexible plastic packaging of single layer or multilayer (more than one layer with different types of plastic), plastic sheets or covers made of plastic sheet, carry bags, plastic sachet or pouches
- Category III : Multilayered plastic packaging (at least one layer of plastic and at least one layer of material other than plastic)
- Category IV : Plastic sheet or carry bags and commodities made of compostable plastics
- Category V : Plastic sheet or like used for packaging as well as carry bags and commodities made of biodegradable plastics
The five plastic categories sit alongside the other covered streams under waste streams covered by EPR.
Updated 28 July 2026 — Category V was inserted, and Category IV extended to commodities, by the Plastic Waste Management (Amendment) Rules, 2024, notified as G.S.R. 201(E) on 14 March 2024. Verified against the gazette to 23 January 2025.
