The CBAM Registry opens for verifier registration on 1 September 2026 under Regulation (EU) 2025/2083. A separate step follows: the accredited verifier applies for registry access through the competent authority within two months of accreditation, and not before 30 September 2026. The Commission then lists the verifier on its website.
Two dates govern the question, and they mark two different events. Regulation (EU) 2025/2083 provides for verifier registration in the CBAM Registry from 1 September 2026. The route an individual verifier actually follows runs on a later clock: an accredited verifier obtains registry access through the competent authority of the Member State where its accreditation body sits, within two months of receiving accreditation and not before 30 September 2026. The European Commission is explicit that CBAM verifiers “have the obligation of registering in the CBAM registry.”

Why access starts only in late September
Accreditation comes first. Delegated Regulation (EU) 2025/2551 sets the conditions a verifier must meet and applies from 1 January 2026, but that date is only the legal basis: National Accreditation Bodies became ready progressively, and by 10 July 2026, 11 of the 24 bodies that agreed to provide CBAM accreditation were accepting applications. The Commission expects the first CBAM verifiers to receive accreditation around September 2026, which is why registry access applications cannot begin before 30 September 2026. No accredited verifier list had been published as of 20 July 2026; the Commission will publish it on its Taxation and Customs site, and that published list becomes the working reference for declarants seeking a verifier.
