Who is Plastic EPR applicable to ?

According to the Plastic Waste Management Rules 2016, introduced by Ministry of Environment, Forest and Climate Change, Plastic Waste EPR is applicable to the following entities:

• Producers (P)
• Importers (I)
• Brand Owners (BO)
• Plastic Waste Processors
• Manufacturers and importers of plastic raw material
• Manufacturers of items made from compostable or biodegradable plastics

The last two classes were added when the obligated-entity list in Schedule II was substituted by the Plastic Waste Management (Amendment) Rules, 2024 (G.S.R. 201(E), 14 March 2024). All six register on the CPCB centralised portal.
