The one-time fee for registering a bulk waste generator on the CPCB portal runs from ₹1,000 to ₹10,000 under CPCB’s fee guidelines of September 2026. The amount depends on the site’s category and daily waste. A yearly fee of 25% of that amount is paid when the annual return is filed by 30 June.
The fee table

| Waste a day | Residential | Institutional | Commercial |
|---|---|---|---|
| Below 500 kg | ₹1,000 | ₹1,500 | ₹2,000 |
| 500 to 2,000 kg | ₹2,500 | ₹3,750 | ₹5,000 |
| Above 2,000 kg | ₹5,000 | ₹7,500 | ₹10,000 |
The category follows rule 3(1)(i) of the Solid Waste Management Rules, 2026. Residential means residential societies. Institutional covers offices of companies and governments, schools and colleges. Commercial covers hotels, hospitals, malls, wholesale markets, venues and industrial units.
Example: a private hospital
Example. A private hospital generates 650 kg of solid waste a day. It is a commercial user in the 500 to 2,000 kg slab, so it pays ₹5,000 once at registration. With each annual return it pays ₹1,250, which is 25% of ₹5,000. Its biomedical waste is not part of the 650 kg, because separate rules govern it.
Other points in the guidelines
- CPCB and the State Pollution Control Board share the registration and annual fees 50:50.
- A site whose waste grows applies for revised registration and pays only for the enhanced capacity; growth within the same slab costs nothing extra.
- Contact details, address and similar fields can be amended for ₹250 per amendment type, only before that year’s return.
- The registration fee is not refundable once paid, except a duplicate or excess payment that CPCB verifies.
- The portal fee does not apply to local bodies or the State and Central Governments. The guidelines do not say whether a government office that is a bulk waste generator pays.
- CPCB may review the fee structure once every three years.
Paying the fee
The portal opened for bulk waste generator registration on 31 May 2026. As of 11 October 2026 it said the fee becomes payable once CPCB notifies its payment gateway. CPCB sent the guidelines to State boards by letter on 22 September 2026, not by gazette notification. The fee is separate from the cost of EBWGR certificates, which each local body will notify.
