Registration in Goa: Goan hotel courtyard with four colour-coded bins, a composting unit and a logbook for bulk waste generator registration

Yes. Goa State Pollution Control Board’s notice of 3 June 2026 makes registration on CPCB’s portal mandatory for bulk waste generators. The portal went live on 31 May 2026, and each site files an annual return by 30 June. As on 30 September 2026, Goa had identified 412 sites, all registered, according to a PIB release of 1 October 2026.

Which sites need bulk waste generator registration in Goa?

GSPCB’s notice applies the three national tests on floor area, water use and daily waste, then lists the users it means under three heads: institutional, commercial and residential. The PIB release of 1 October 2026 split Goa’s 412 identified sites by district, with 195 in North Goa, 202 in South Goa and 15 in Kushavati. Resorts are a named target. On 23 July 2026 the Central Pollution Control Board directed every state board to identify resorts and other eligible sites and get them registered.

What duties does GSPCB’s notice list?

The notice sets out five duties, starting with the registration and annual return above. A site sorts waste into four streams: wet, dry, sanitary and special care. Dry, sanitary and special care waste goes to the local body or an agency the local body has authorised. Wet waste is processed on site by composting or biomethanation, or covered by Extended Bulk Waste Generator Responsibility (EBWGR) certificates, which the notice says are procured from local bodies. The last duty is to deal only with registered waste handlers.

What did Margao set, and does the deadline still matter?

Margao Municipal Council’s public notice of 15 July 2026 asked sites to register “forthwith and, in any event, on or before 24/07/2026”. It warned that a site that does not comply may face environmental compensation and other action under the Solid Waste Management Rules, 2026, read with the Environment (Protection) Act, 1986. A Margao site that missed 24 July 2026 still has to register on CPCB’s portal, and the council’s warning still applies. A site new to the rules can follow the order of steps under bulk waste generator compliance. Fees and EBWGR certificates have their own explainer: Bulk Waste Generators in 2026.
