Disconnection orders in Maharashtra: Maharashtra district officer signing a bulk waste generator order, a water valve and electricity meter outside

Yes. Raigad and Bhandara have written it into their Special Cell orders. Raigad’s order of 12 May 2026 lets the District Collector issue directions “including the stoppage of water or electricity” to sites that break the Solid Waste Management Rules, 2026. Bhandara’s order names the water and power officers who disconnect. Supply comes back once the site submits a compliance certificate.

Which court order gave District Collectors this power?

The Supreme Court started this on 5 May 2026. Its order asked the Ministry of Environment, Forest and Climate Change to give District Collectors powers under the Environment (Protection) Act, 1986 for one year. The same order asked each Collector to set up a Special Cell to oversee the 2026 rules. The ministry’s notification of 18 May 2026 handed over those powers. Raigad’s order rests on exactly this delegation. On 18 August 2026 the Court added that every local body must warn each bulk waste generator of this in writing.

Who disconnects supply in Bhandara?

Bhandara’s District Collector set up the district’s Special Cell by an order issued in May 2026, and the order hands the work to two offices. Water is disconnected by the Executive Engineer of Maharashtra Jeevan Pradhikaran at Gondia. Where a municipal council or nagar panchayat runs the supply itself, its chief officer does it. Electricity is disconnected by the Chief Engineer of the Bhandara zone of MSEDCL, the state’s electricity distribution company. Both act against bulk waste generators found non-compliant under the 2026 rules.

How does a Maharashtra bulk waste generator get supply back?

The restoration rule comes from the Supreme Court’s order of 18 August 2026, which calls the disconnection temporary. Avoiding it starts much earlier. A Maharashtra site checks whether it meets any one of the three tests, registers on CPCB’s portal and meets the duties set out in Bulk Waste Generators in 2026. Bulk waste generator compliance maps those duties in order. Raigad’s order also tells urban bodies to aim for complete source segregation, with bulk waste generators as the first focus.
