What is CBAM Declarant Portal?

The CBAM Declarant Portal is the part of the CBAM Registry that importers and authorised CBAM declarants use. Installation operators outside the EU are not CBAM declarants. They use a separate part of the registry, the portal for Operators of Third-Country Installations (O3CI). There they register their installations under Article 10 of Regulation (EU) 2023/956 and upload installation and specific embedded emissions data.

The O3CI portal lets an operator share that data with the declarants it supplies, instead of sending it to each declarant in the EU separately. This provision was made available as of 1 January 2025.
