Passports for furniture and mattresses: a showroom mattress with a small tag being scanned

Not yet. Furniture, including mattresses, is an EU ecodesign priority, and a passport will be the default once rules exist. No act, draft or consultation had been published by 26 October 2026. Adoption is planned for 2028 for furniture and 2029 for mattresses, and a passport could apply no earlier than 18 months after each act enters into force.

Where do furniture and mattresses stand?

Passport included in the future act The default, unless the Commission exempts the group

The Commission’s own FAQ is clear that being in its work plan does not by itself make a passport mandatory. The plan also has a mid-term review in 2028.

What would the act decide?

Almost everything a business would need to know. That covers which furniture and mattresses are in scope and their customs codes, which data the passport holds, and whether it is set per model, batch or item. It also fixes the carrier and who can see which data. One thing is fixed already: any product-specific ecodesign act must track substances of concern through the product’s life, alongside the passport. The answer on what a passport must contain covers the general framework.

Example: the earliest dates

Example. Assume the furniture act is adopted in mid-2028. After a two-month objection period it would enter into force around autumn 2028. With the 18-month minimum, a furniture passport could not apply before about spring 2030. The same arithmetic for a mattress act adopted in mid-2029 gives about spring 2031. Mid-year adoption is an assumption; the plan gives only the year.

Is anything due for furniture sooner?

Not a passport, but wooden furniture does come under a different law. The EU Deforestation Regulation requires due diligence on wooden furniture from 30 December 2026, the general date, through its own information system. The answer on wooden furniture exports covers it.

What can a furniture business do now?

There is nothing to create or register. Material and substance data organised now, by component and supplier, is the kind of information any future act will draw on. New initiatives appear on the Commission’s public consultation portal, which listed none for furniture or mattresses on 26 October 2026.

Where this comes from: Ecodesign Regulation (EU) 2024/1781, Articles 4(4), 7(2), 7(5), 8, 9 and 18(5); Ecodesign and Energy Labelling Working Plan 2025 to 2030, section 2.2.1; Commission DPP FAQ.
