A car or van can carry three EU vehicle passports: the Environmental Vehicle Passport under Euro 7, a battery passport for its traction battery and the Digital Circularity Vehicle Passport. They start on 29 November 2026 for new car and van types, 18 February 2027 and 1 September 2032. Article 13 of Regulation (EU) 2026/1738 names all three.

Which law sets each passport?

Diagram of three passports for a car or van. The Environmental Vehicle Passport under Euro 7 starts on 29 November 2026 for new types. The traction battery passport starts on 18 February 2027, and the Digital Circularity Vehicle Passport on 1 September 2032. The circularity passport links to the other two. In the example, an electric bus gets a battery passport and, from 29 May 2028 for new bus types, an Environmental Vehicle Passport. It gets no circularity passport.

M1 means cars and N1 means vans. The passport date list adds other products.

What is in the Environmental Vehicle Passport?

Euro 7 defines it as a digital record of a vehicle’s environmental performance at registration. That covers pollutant limits, CO2, fuel and electric energy use, electric range, power and battery durability. Manufacturers issue one for each vehicle and take the data from the certificate of conformity and the type-approval documents.

For cars and vans, Implementing Regulation (EU) 2025/1707 sets the format. A QR code is printed or engraved on the vehicle, or shown on an in-vehicle display. Access needs only the VIN, and the data stays available for at least 20 years after manufacture.

Which vehicle batteries need a passport?

The traction battery does, from 18 February 2027. A starter battery does not; it carries a QR code with other information instead. E-bike and e-scooter batteries count as LMT batteries and need one too.

How does the circularity passport work with the other two?

Article 13(1) requires the circularity passport to be “aligned, interoperable and, where possible, integrated” with the battery passport and the EVP. Under Article 13(3), data already accessible through those passports is not repeated, provided interoperability is ensured. Its technical rules await implementing acts due by 14 August 2030. It applies only to cars and vans, not to buses, lorries, trailers, L-category vehicles such as motorcycles, or special purpose vehicles.

Example: a battery-electric car of a new type approved under Euro 7 in December 2026 comes with an EVP. Its traction battery needs a passport from 18 February 2027. A car of that type placed on the market on 1 October 2032 also needs a circularity passport, which links to the other two. An electric bus gets a battery passport and, from 29 May 2028 for new bus types, an EVP, but no circularity passport.

Neither Euro 7 nor the End-of-Life Vehicles Regulation requires the vehicle passports to be entered in the EU registry. The battery passport is registered.
